Red lights are only allowed to volunteer FF's with a permit, and medical staff/physicians of a facility liscensed by the state of Florida.
Non moving violation if you have lights on, that are not authorized.

I just double checked ours.. I stand corrected, never seen anything about green lights. Only Red for Volunteer FF's and medical staff, Blue for LE, amber for Security, tow trucks, and funeral escorts.
So in fact, he would be getting a ticket here anyways. Green lights not authorized.
