Strange Neck Wrap in Mug Shots
Fot the last several years, I've noticed that some agencies around here have strange neck wraps in a bunch of the mug shots that they show on TV, like this one:
Why did they start doing that??? Some of them look like they have a towel wrapped around them, and some of them look like they're wearing a Roman toga.

I'm not in LE but could it be, perhaps, that the suspect is sporting tattoos that LE doesn't want seen? Just a guess.

Might be that the subject's shirt was taken for evidence and they put a towel around his neck and chest so that he doesn't look naked during the photo.........

They used to photograph them in jail clothes or their street clothes.
I've seen a lot of women as well as men photographed with towels around their necks - One of the first I noticed was Dena Schlosser, shown here, who cut the arms off her baby a few years ago. For some reason, I just kept noticing a lot more after that:

i have no idea.. we dont do it here in dade county... if they come in topless they get it taken that way male or female (though the girls usually have our yellow issued blanket put on them anyway)...

It could be (maybe? total theory) that by having a plain drape it brings more attention to the face and less to the apparel.
Could be that it gives a neutral color for the camera to work with, so the eyes, hair and skin actually look like the color they're supposed to be.
Looks like it's hiding a straight jacket, though.

Another the theory I have is they are using the photo to get an ID from a witness in a photo array and they don't want the witness to pick a certain picture because of the color of the shirt, just the face of the people in the lineup......Every picture in the photo pack would have the same color towel...........

Ahh, maybe Ducky and HillsideBlue have hit upon the solution
To Ducky's other point about the straight jacket, definitely possible in the Dena Schlosser case... But I've seen it a lot on mug shots for robbers, etc, also.
