Ok while the prims is good and I like it, I think about the woman wearing while a Police officer is trying to take her into custody. Since this can incapacitate for a few seconds what level of force is this? And what level of force would be needed to counter it? Once your incapacitated it would be easy for someone to get your gun.

Then she gets taken into custody (and asked politely to remove the garment) at gunpoint.
That being said, not only is this jacket not useful in any truly meaningful way, but any woman who thinks (or gets brainwashed into thinking) she needs one of these stupid fucking coats has more issues than just a legitimate fear for her safety.

Is it always on, or does the woman activate the voltage when she's grabbed?

Looks like the wearer has to reach down to a button in the front to activate it.
Years ago while talking to some friends I came up with the idea for the "StunBra" to make the guys at work mind their hands. Of course I was joking....can't believe someone actually thought this would be a good product to make.
Next thing you know someone will build the gyroscope stabilized geodesic houseboat I thought up that night too.
