    Conn. Man Aims to Dispel Ski Mask Fear

    WINSTED, Conn. - Bank robbers, terrorists and prowlers have given ski masks a bad name for years, but a Connecticut man is wearing them around town to prove that not everyone who dons one is plotting mayhem.

    Kevin Lambert, 31, got the idea in 2005 after he walked out of a local package store and slipped on a ski mask for an impromptu photograph. A passer-by, fearing the store had been robbed, called police. Lambert was charged with breach of peace and had to perform 15 hours of community service.

    Since then, he and his friends have worn ski masks in public places in an attempt to dispel the stereotype. Lambert has even launched a Web site dedicated to "Striving to keep America Warm By Combating Ski Mask Discrimination."

    "This isn't something I do to go out and scare people," he said.

    In some chilly circles, ski masks seem to be making a comeback. Tom Ramos, 16, said the three-hole knit masks are retro-chic in the snowboarding community of Naugatuck.

    On the slopes, sure. But in a bank?

    "It's a little out of place," Ramos acknowledged.

    Hell, I've worn skimasks before when I worked at the airport. I kinda agree with him in a way. And being charged for breach of peace for wearing one?? Give me a damn break..

    The same could be said of pantyhose.

    Men who like to wear pantyhose (and you know who you are) should likewise walk around with them on their heads in an attempt to dispel the stereotype.

    I dont think it's as much of a problem in the winter as it is in.....say July. Let's see him dispel the fear by wearing on in July and August.

    Louisiana bans the wearing of masks or hoods in public places, and has since 1999.


    §313. Masks or hoods, wearing in public places prohibited; penalty; exceptions; permit to conduct Mardi Gras festivities, how obtained

    A. No person shall use or wear in any public place of any character whatsoever, or in any open place in view thereof, a hood or mask, or anything in the nature of either, or any facial disguise of any kind or description, calculated to conceal or hide the identity of the person or to prevent his being readily recognized.

    B. Whoever violates this Section shall be imprisoned for not less than six months nor more than three years.

    C. This Section shall not apply:

    (1) To activities of children on Halloween, to persons participating in any public parade or exhibition of an educational, religious, or historical character given by any school, church, or public governing authority, or to persons in any private residence, club, or lodge room.

    (2) To persons participating in masquerade balls or entertainments, to persons participating in carnival parades or exhibitions during the period of Mardi Gras festivities, to persons participating in the parades or exhibitions of minstrel troupes, circuses, or other dramatic or amusement shows, or to promiscuous masking on Mardi Gras which are duly authorized by the governing authorities of the municipality in which they are held or by the sheriff of the parish if held outside of an incorporated municipality.

    (3) To persons wearing head covering or veils pursuant to religious beliefs or customs.

    D. All persons having charge or control of any of the festivities set forth in Paragraph B(2) of this Section, shall, in order to bring the persons participating therein within the exceptions contained in Paragraph B(2), make written application for and shall obtain in advance of the festivities from the mayor of the city, town, or village in which the festivities are to be held, or when the festivities are to be held outside of an incorporated city, town, or village, from the sheriff of the parish, a written permit to conduct the festivities. A general public proclamation by the mayor or sheriff authorizing the festivities shall be equivalent to an application and permit.

    I believe it's illegal in Virginia as well, but not likely enforced since they're always for sale in Walmart every winter.

    I don't have a problem with anyone wearing a mask anywhere. However, based on my experience an individual in a bank with a mask on is either robbing the joint or gets their rocks off looking down the barrel of my .45.

    609.735 CONCEALING IDENTITY.
    A person whose identity is concealed by the person in a public place by means of a
    robe, mask, or other disguise, unless based on religious beliefs, or incidental to amusement,
    entertainment, protection from weather, or medical treatment, is guilty of a misdemeanor

    I will ignore it along with many hundreds of thousands of other laws I, as someone else to do with my life other than memorize laws, tend to do. Just like cops, and other sorts of normal people.

    This is another statute for lawyers to dig up and howl at, IMNTBHO.
