You have suddenly been declared Emperor of Earth. Every government in the world has agreed to do whatever you say. What would you do to make the world a better place?

Make NASCAR required viewing on Sundays. Fire Jeff Gordon and Jimmie Johnson. Make Toyota repay the amount of money that Ford, GM and Dodge lost when they started racing and ban forgien cars from the sport.

Greatly support one of the few social programs that would actually work if monitored. Public Education. Go back to a bartering system. Even if you don't have anything, a person could farm for bartering. Money would be obsolete. The have and the have nots would have to co exist. Hire some people with a few morals. Remind myself everyday that power corrupts and absolute power corrupts absolutely.

I would have all the world's governments destroy all their weapons of mass destruction, and guarantee everyone who used to work in the WMD industry jobs as good as the jobs they had before, so that they don't turn rogue. I'd set up a global police force and court system that would be responsible for adjudicating all conflicts between nations, and enforcing the verdicts. I'd set up programs for global environmental protection, public health, and education, to which every country would have to contribute an equal percentage of its GDP. I'd set up a parliamentary system of government for the world, modeled after the democratic governments of Australia, Canada, and Western Europe, and a Bill of Rights modeled after the American one. Then I'd step down and let the newly elected Prime Minister of the world take over. My legacy would be a human vision of the earth as those out in space see it: One world, united, indivisible. A fragile blue jewel of six billion souls spinning in the darkness, all alone in the night.

1. Move the UN to the Kerguelan Islands in south Indian Ocean. All UN member's secret bank accounts will be opened for public view. The rights of free nations follow the rights of free people.

Internatioal govt. disputes, religious "franchise" disputes, and unresolved matters used to cause war, terrorism, jihad, holy wars, race wars, etc will be settled by mortal combat as Gladiators in a public arena. Combatants wil be the chief executive/political officers, heads of state, or senior clergy of a religious order claiming exclusive franchise to a divine place or diety. Choice of weapons decided by random lot. No stand-ins, exemptions, or substitutes. Those next in-line to the highest office of any such group will be placed into Gladiator training to combat their respective ranking opponent if the matter is not resolved. Any lawyer interfering, profiting, or delaying settlements, will be placed in the arena for clean-up, sword training, or target practice.

6. Capital criminals convicted have one appeal to the highest court of the nation they were convicted. Rejected appeals will be executed by hanging within 30 days.

7. All judges will be elected by their fellow citizens, and any citizen may stand for election to a judge position in their nation.

8. All prisons will be moved to remote islands such as Kerguelan, Johnston Atoll, western Aleutian chain, Isla de Gusdeloupe & Clipperton, Novoya Zemlya, Baffin Island, or the Greenland icecap.
Communications will be very limited. Prisons shall receive the seized assets of convicts to pay for their incarceration. Prisons will be operated by an international cooperative of corrections professionals.

9. Barratry, by a lawyer, is a capital offense.

10. All lawyers imprisoned for any offense will be housed in one remote island prison, such as Johnston Atoll, or St.Helena. No other convicts will be placed there. They will be allowed legal size paper, ink and red tape, in place of rations, as they so choose.

11. Science, rssearch, space exploration will be operated by the scientists of all nations. Nations will be assessed their share and receive benefits immediately when solutions are found.

12. Absolute freedom of the press, with absolute responsibility and accountability uinder full criminal sanctions. Do no harm, do not lie.
