I already have that on the computer in my car. The only difference is, mine isn't handheld. I swipe the DL, enter the violation, hit print and it prints 2 copies. One for them to sign and me to turn in, the other goes to them. On just a "routine" traffic stop, such as speeding and things like that, I can do the whole stop in about 4 minutes.

City police are playing with something that reads the VIN and has a swipe on the PDA looking thing for a license... done and done...

I would guess that all one would have to do is swipe the DL like a credit card unless the card reader on the device couldn't read the card then the DL info would have to be entered manually. As for vehicle info, I am not sure if that info is tied into the DL. Probably not. CA still uses a paper registration card or page. Hopefully some of the LEO's here will have more information on this and will chime in. It would be cool though if the LEO could swipe the DL and then swipe the registration card, too, but I'm guessing that the DMV hasn't been advanced that far yet. At least not here in CA.
As Twan was saying about the VIN numbers. Some cars have a bar code under the VIN number on the dash under the windshield. Mine just has the bar code on the VIN decal on the drivers door. If the device has a bar code scanner attached to it then the vehicle information could be obtained rather easily. If the vehicle is of an older type then the info would more than likely have to be entered manually.

They are nice.. However, if you are trying to get consent to search and get refused, and have to call a K9.. Since it takes you so little time to get the tickets written out now, K9 will only have a couple minutes to get to you before the detention becomes "unreasonable".
Nice tools, but can be a hinderance.

The city police here have that system or something similar. The officers don't seem to care for it. I have heard of the complaint of a scratched strip.

Scratched strips at this point are kind of surprising. Though at a point where swiping a driver's license as a form of ID as often as a credit card is used now that would soon be a big problem.
The benefits won't truly be known until this is tested in the real world. Unforseen downsides will come out then. Is the display backlight enough to enter data easily at night? Too bright so it compromises night vision? How many cards will have to be manually entered and will that be done via paper ticket or through picking at characters on the display with a stylus?
All variables I know nothing about. Stuff to watch out for.

Ours are pretty good about reading them even if they are scratched. As long as there is not a gouge or something, it will usually work.

Our licenses here have not just the magnetic strip, but also a light scanner area (not sure what it's really called) on the back. Pretty nifty.
