New York Legislator Drops 'Shoot-To-Wound' Bill

A New York state legislator who is also a candidate for lieutenant governor has withdrawn a bill that would limit police use of deadly force.

Democratic state Sen. David Paterson told the Daily News that he changed his mind about his "shoot to wound" bill after discussing the issue with the head of the state Association of Chiefs of Police.

The proposal was inspired by the death of Amadou Diallo, an unarmed African immigrant who died in a hail of police gunfire. Diallo, challenged by officers who thought he resembled a suspected racist, was trying to pull out his wallet to show his identification. The four officers involved were acquitted of all charges.

"I wanted to try to ensure that such a tragedy would never happen again," Paterson told the News. "While that is still my goal, I realize on reflection that this bill was not the best way to pursue it."

ALBANY - Under fire from all sides, state Sen. David Paterson has decided to withdraw his "shoot to wound" bill for cops, the Daily News has learned.

Paterson (D-Harlem), the running mate of gubernatorial hopeful Eliot Spitzer, had sponsored a bill that would have put extreme limits on when a cop could use deadly force - and criminally charge an officer if the use of such force was deemed unnecessary.

But Paterson was heavily criticized by numerous police groups after The News broke the news of the bill last week - and his stance even drew repudiation from Spitzer, the state attorney general.

Paterson said last night he decided to can the bill after he met with John Grebert, the executive director of the state Association of Chiefs of Police.

"I have always had the greatest respect for police officers and am grateful to Mr. Grebert for meeting with me to discuss how to achieve our mutual goal - helping police officers to safely protect and serve the people of New York State," Paterson said in a statement.

Police groups objected to the bill because it would require officers to use the "minimum" force against crime suspects who threaten them - and shoot to wound, when possible, rather than shoot to kill.

GOP gubernatorial candidate Bill Weld also took note of the legislation, blasting it as "a prescription for more dead cops."

Paterson wrote the bill in 2000, after an Albany jury acquitted four NYPD detectives in the Bronx shooting death of unarmed African immigrant Amadou Diallo.

"I wanted to try to ensure that such a tragedy would never happen again," Paterson said last night. "While that is still my goal, I realize on reflection that this bill was not the best way to pursue it."

This doesn't make him sound like he changed his mind about anything except stra-tegery in how to obtain the same goal. Maybe he's gonna try to attack it thru police policy changes, citizen review boards, and lawsuits???:

I seriously doubt he's gonna do the right thing and try to train citizens how to act when they're at gunpoint:

• Rule #1, hands outa the pockets!
• Rule #2, Shut The F up and get down!

It's pretty simple

At least he had the good sense to realise he didnt have a clue what he was talking about and admitted it. MOst would plow on and fuck everything royally up.

It means he matched the description of a wanted suspect which is legal grounds for detention & further investigation.

Yes...but how is being a racist a crime that he can be suspected of?

Exactly, it mightnt be a nice character trait but thinking not-nice thoughts is hardly a crime. When did we get the ability to police thoughts and opinions? :noidea:

Rapist does make sense OK but Stan didnt correct so I figure racist is correct.

i picked that up when i first read it too...

thats gotta be a mispost...its not illegal to be a racist. i believe its supposed to be rapist. i thought diallo was suspected to match the description of a guy that had committed some type of sexual assault.

maybe im wrong...
