In most states, no. In New York, yes.
Exceptions to who can use the HOV lanes(NY) are as follows:
*Private vehicles operated by emergency medical personnel who carry proper identification
*Vehicles with license plates or permits for the disabled (issued by the federal government or any states or municipalities)
*Access-a-Ride vehicles and ambulettes
*Buses and commuter vans
*Taxis and for-hire vehicles
*Motorcycles
*HEARSES
*Vehicles with commercial license plates

I had to work a traffic accident as a young officer involving a hearse carrying a body. The standardized state accident form wants to know the address , seat belt usage, position in the vehicle , injuries of all passengers in the involved vehicles. You can imagine the fun I had with that.
