How about give away two items? See what you can get with one or more of the partners. Site members have 30 days to make referrals who sign up and post an intro. Whichever member has the most referrals wins one prize, and one of their referrals chosen at random wins the other prize.

Maybe have a list of possible items and let the member who wins the drawing choose the item? Different people may prefer different items.
And how about, instead of having a random drawing among all members, limiting it to a drawing among all those who do something in particular, such as make a new referral (as Xiphos suggested), buy a new supporting membership, upgrade their existing membership, or make a donation to the site within a certain period of time? That would increase incentives to do these things and ensure that the winner would be someone still active on the site.

I think there should be a list to chose from by the winner, as each person may prefer something different. The list could be made up of anything from duty gear, to police patches, to gift cards.
