I think the more appropriate time to publicize that is when & if it happens again. It happened in Katrina, but the government agencies that ordered it got their ass sued by the NRA.
In light of NRA's victory in that lawsuit combined with the recent Supreme Court decision, I think next time heads will roll if anyone orders it again. I'm not too sure that the brass will be that eager to get sued again, but that may be optimistic of me.
