In the current economic situation that the nation, and California is currently experiencing, I have noticed the increased "revenue generation" by our state, county and local agencies. I am writing of the California Highway Patrol in particular. The Highway Patrol is one of a few state agencies that have not been affected by the current "furlough" program by Arnold Schwarzenegger (they also cover his security detail). In fact, they just received a 4 percent pay raise. I understand their job, duties, and the inherent danger of the job, and they should be compensated for it.
I am a supervisor at one of the prisons in Corcoran, and I have noticed that over the past month going to work at 9:30 p.m. every night they are Highway Patrol officer on route SR 190 from Highway 99 to SR 43. I suspect they're from the Porterville office. It appears they are targeting "prison employees" in particular during shift change hours. I'll use the term "shooting fish in a barrel." This happened every night at the same time for the past month.
I am by no means implying that those who are speeding, reckless driving, etc. should not be cited and no special treatment made. I believe it should not be made so obvious to their intentions. That is not "community policing," targeting a particular group of individuals. I only say this causes dischord and disharmony with the public, and the agencies that police it.

The link doesn't work, but nothing new, really. I worked (CHP) near one of the big prisons and this has always been a bone of contention. If there were anything to the charge, the managers of the two departments would (should) be involved. That would end the story quickly.
