Here in the UK we have had a specific offence of using a hand held mobile phone for a few years now it hasn't stopped people. I've had loads of different excuses everyone was just cancelling a call, putting it on charge, turning it off, holding something else the size and shape of a mobile phone it goes on.
Our Fatal crash unit did a session recently on what we call the fatal four, drink/ drug drive, mobile phones, speeding and failing to wear a seatbelt correctly. One of my husband's coworkers just lost his son (and his son's fiancee) to a drunk driver who was texting and speeding. The drunk driver is in the hospital with non-life threatening injuries. He wasn't wearing his seatbelt, the two victims were.
