In theory it's a good thing. In reality....
No it doesn't. As someone told me yesterday. Sell the card for .50 on the dollar. It's free money to the recipient. Or, sell what is purchased and you still come out ahead. Where there is a will there is a way. The abuse of the system has been done ever since I can remember. Come up with new rules and a way will be found to get around it.
