If the target isn't home, West said she would relay the message to a relative.

What the parent(s)' schools and social workers fuc up, Police have to try and fix it. Just another bull shit program. Why don't they cut their grass while they are at it. Oh, wait, in some locals they do it -under the guise of Community Policing.
