How about a new ticket for traffic cops
DWS
Driving While Stupid
This would take care of 95% of the violations making paperwork flow go a lot smoother.
And in court it would be a lot harder for defense lawyers; put him/her on the stand and the judge/jury would convict in a minute.

What would you have the penalties be? Same as DWI? Or harsher depending on the offense.
