The terrain, road signs and vehicles makes it appear to be Germany or France. That sort of driving is commonplace there, or at least it was when I was there (1988-90). The cops there really don't seem to care, either.
However, had that been I-80 in western Nebraska, that douchebag would have probably been facing a lot of ugly charges. Had he chosen to run, there are lots of road dawgs prowling the tri-state area and just itching for mutual aid radios to go off. Another interesting point to make is the fact that the truckers may have run him off the road before the cops arrived. Those truckers on "80" don't appreciate anyone fucking with their safety on that highway!
