Alcohol wipes have always worked for me.
Put them in Soap and water and let them soak. Why do you have handcuffs and Oc though?

Oh, I have some stories about where OC has been sprayed. Not in the public area though.

To me, the answer to your original question is blindingly obvious - wash them. So that leads me to believe that you had ulterior motives in posting it. "Look at me, I got to OC and cuff someone, aren't I great?" Uhh...no.
