A LEO can lock-up ANY Military personnel on or off base. NO Military can lock-up a LEO Officer off base, and can do very little on most basis.

My Dad was a Naval Avator in WW11. He was always careful to make the distinction.

Later he was a pilot by CAA, FAA and AAL regs.
