As a member of the City Managerís senior leadership team, the Police Chief has overall responsibility for leading, directing and managing efficiently and effectively all activities of the Cityís Police Department to ensure public safety for the community served.
Directs and manages all activities and operations of the department including protecting lives and property, maintaining law and order, enforcing laws, ordinances, and codes, developing and implementing crime prevention programs, preparing emergency response plans, maintaining police records, and a variety of other police-related functions; provides progressive and professional leadership; demonstrates community-oriented philosophy; maintains an effective, accountable, service-oriented department; develops and implements rules, regulations, policies, and procedures to advance the mission, goals, and objectives; assesses local needs and updates the strategic plan for the future of the department; responds to and resolves sensitive and complex community and organizational inquiries, complaints, and requests; remains current on issues and trends relative to the department and service delivery; responds to major incidents and commands incidents as necessary; maintains high visibility inside and outside the department; oversees and participates in the development and administration of the department budget; manages and oversees contract services provided; attends City Council meetings and work sessions; and performs other duties as assigned.
Requires Bachelorís degree in Criminal Justice, Law Enforcement, Criminology, Public Administration or related field; ten years of law enforcement experience; and five years experience at the rank of lieutenant or above; Peace Officer Standards and Training (P.O.S.T.) Certification from the State of Colorado within the 12 months of employment; advanced management/leadership training; Colorado Driverís license with a safe driving record; knowledge of and the ability to plan, organize, direct, and evaluate administration, patrol, investigations, records management, animal control, code enforcement, public education and outreach programs, specialized police units and teams, and training; knowledge of federal, state and local statutes, ordinances, procedures, and safety/regulating guidelines from law enforcement related organizations; skill in developing, implementing, and evaluating policies and procedures to achieve department missions, goals, and objectives; skill in dealing constructively with conflict, developing consensus, and facilitating change; ability to demonstrate a high degree of ethics, integrity and discretion; Ability to regularly exercise discretionary authority in a consistent manner; ability to research, develop and lead formal and informal presentations; and ability to maintain effective working relationships with City senior leadership team, City Council, boards and commissions, employees, other agencies and the public. Masterís degree desirable. Equivalent combinations of education and experience may be considered.
