We had a situation very similar to this in my district back in or around June of this year. Woman videotaped her daughter fighting some other little ghetto chick... She sort of made them fight like this one.

I think she ended up being charged with child abuse, but I didn't actually handle that case (I know we put some charges on the mother though).
