I get the feeling the officer wanted this man to put his hands behind his back.

I don't know where you get that idea from. Looks like pick axe handles would be a better tool for the job.

I think I remember this. If it's the one I'm thinking of, it was in Cincinnatti. The officers were responding the help the suspect, because he was reported as a "man down." He died later of a heart attack because he was a fat bastard, and because he was black all of the racist activists came out accusing the police of brutality.

Actually,I feel the officer needs to learn to "articulate" his desires for that which he would like the suspect to comply with.
