Based only on what I saw in that video (and, admitedly, there could be more to the story), I sure don't see a need to Taser her. Hell, if I tased idiots like that I'd go through 5 cartridges per night... Plus, it'd be my ass at my department. We have to have active aggression to Tase here. Pepper spray would have been allowed, but no Taser/SAP/baton at that point.
To me it didn't look like the contacting officer was doing a very good job of going "hands-on". He should have controlled her more, and let her move around less.
Actually the officer who fired the tazer was fired.

SHEFFIELD -- Officer Edward Long was trained in the use of the department issued Tasers but his superiors say the deployment of one in this case was dead wrong.
By most accounts, the suspect, Kristina Fretter, was belligerent and nasty but she was also handcuffed and had her back to the officer.
Still, Long fired 50,000 volts into her body.
The arrest of Fretter was not easy. Three times she slipped out of her handcuffs. She was not cooperative and downright mean.
After a week long internal investigation, Mayor Darlene Ondercin fired rookie officer Long
"She wasn't screaming," Ondercin said. "She wasn't kicking. She wasn't moving around absolutely nothing."
The mayor followed the recommendation of Long's boss, Chief Mike Gurich.
"She was acting out but not to the level of Taser usage," Gurich said.
Sheffield Taser policy is consistent with other departments across the country reviewed by Target 3. Only when a handcuffed suspect is acting out violently should police consider using a Taser.
"They could have used hands-on techniques, as far as prisoner escort positions if it [was] where she was too combative they could have used joint manipulation," Gurich said.
Officer Long told his chief that he feared for the safety of the female dispatcher, sent into the booking room to search Fretter.
"If she, [Fretter] broke away from Todd, [the second officer], she could slam her up against the wall and hit her head or something," Long said.
Target 3 attempted to get the officer's side of the story at his Elyria home. Long's father turned us away at the door.
Even though he was trained two years ago, this was the first time he shot his Taser. And, apparently, his last.
I don't believe she should have been tazed. She was in no way (from the part of the video I saw) putting the officers life in danger. She was not kicking, hitting, trying to hit, or trying to run. She was already in cuffs. I completely disagree with the officers decision to taze the female! It was pretty damn funny though....ooops did I say that out loud?:doh: LOL
I say that altho *I* wouldn't have tazed her at that point, I see no wrongdoing in its usage in this case. Yes, she was cuffed.....but she was cuffed in front, and not in the back. Bad officer safety there. Second, if you watched her hands, she actually grabbed the officer. If she so chose, she could have put up a hell of a fight with the cuffs in front of her. Third..and most importantly.......most tazer policies are written that you are allowed to use the tazer to:
"Overcome force, or the threat of force."
That situation was going downhill fast and the other (what appeared to be) female officer certainly wasn't helping. So if I had the choice to slam a cuffed female as opposed to a less drastic measure, I.E the tazer, then the tazer is the better option. The only thing I saw is he knew she was going to get popped.....he should have caught her as she was falling.
I, for the most part, agree with Mon-Mash. I don't think the guy should have been fired. Someone cuffed in front is someone not cuffed at all. I'd rather have someone not cuffed than cuffed in front- that way they have their other hand to break their fall.
I would also like to point out, once again, that there is no 'z' in taser. :)

i cant say what the officer felt at the time but that type of encounter is almost daily with me and no one gets tazed.
Alot of smaller departments use the dispatchers for searching female prisoners. The male officer is usually just out of sight but close enough for security.Quote:
