An agent for (whatever crime foe they have on that show) has written the "must have" app for LEOs, and since this is CSI that app works on all phones. I set it up in the CSI universe so anything goes - how does your story end? Stop the spread? Turn it against the crime gang? Creative writing fun in 3, 2, 1...
