    Illinoisans to Pay With our Taxes for Illegals

    Can state government really manage health care costs?

    A few weeks ago, the Southtown revealed that most of the families now seeking health insurance through the state's All Kids program are not citizens.

    All Kids, having removed the immigration and income restrictions imposed under its predecessor program, Kid Care, is seeing a boom in enrollment.

    Of the 28,601 children once ineligible for state-financed insurance, almost 58 percent of the newly insured are low-income immigrants ineligible for Medicaid because of their citizenship status. The new immigrant enrollees include undocumented immigrants as well as those who've been in the country legally but for fewer than five years.

    In an interesting quirk, 197 children come from households earning an annual income of at least $100,000 a year.

    The goals of the All Kids program are admirable -- make sure all children in Illinois can get health care.

    Over the long term, Rod Blagojevich believes this approach will improve school attendance and ease the burden on emergency rooms, where many illegal immigrants and low-income Illinoisans flock for basic health needs because the hospitals, unlike doctors, cannot deny them care.

    Government does have a role to play here. The availability of health care can't be left to the free market. The indigent and ill are the least able to fend for themselves, and leaving them to be poor and sick only hurts society.

    Which is why we have Medicaid.

    Assuming Illinoisans agree that people who are in this country illegally are entitled to state-subsidized health insurance -- a rather significant and possibly baseless assumption -- what's open to question is how Illinois is going to pay for the governor's expansion of welfare.

    The administration says efficiencies achieved through managed care and premiums paid by those who can afford them will help cover the extra costs.

    With 50,000 new enrollees, the state projected a $45 million tab beyond the money received through Medicaid. But All Kids is on pace to sign up far more children, more than double, which would, of course, increase costs, too.

    Are we confident government can manage these health care costs? The state can't even get the Medicaid money to doctors and hospitals in a timely fashion. The state is months behind in paying those bills.

    Stunning, too, is the lack of detail in determining who is served by All Kids.

    Officials in the Blagojevich administration who run All Kids say they do not note how many of the enrollees are illegal immigrants. And while less than 1 percent of the new enrollees come from the high-income bracket, the governor's people don't record whether any of them have been denied private insurance due to pre-existing medical conditions.

    Given that such denials were among the reasons the governor cited to widen the program, you'd think the state would want to know.

    One would have to be hard hearted to argue that any children, regardless of what's in their parents' pocketbooks, regardless of where their parents were born, should be denied health care.

    Knowing this, closer attention must be paid to how we're going to pay.

    Here's a taste of what others are saying in reference to the Daily Southtown's report on All Kids enrollment.

    Legal vs. illegal

    The bigger picture here is that helping, hiring or harboring illegal immigrants is against federal law ... specifically, Section 8 USC1324(a)(1)(iv)(b)(iii).

    Why are illegal aliens and their supporters, like the Illinois Coalition for Immigrant and Refugee Rights and even the City of Chicago and Gov. Blagojevich, who has sponsored I-loans and limited financial documentation for illegal aliens, not prosecuted under the organized crime statutes?

    Additionally, a remedy we can ask for to pay down the debt: bill countries of origin for medical care, services and everything else that illegal aliens get in the U.S. at taxpayers' expenses, including legal fees and costs of prosecution.

    Give law-abiding citizens and immigrants the benefits and services they have been paying for and deserve and have a legal right to expect.

    Let's talk about costs

    Blagojevich has argued AllKids would reduce the cost of care for the uninsured. Not a bad result, but he conveniently omits that AllKids is backed by taxpayers, meaning the obligation is not eliminated but merely moved under a different shell.

    Numbers like these are among the reasons local communities, the state and the nation need a serious discussion about illegal immigration. Until we know the benefits and costs in hard numbers, we can't begin to adopt or enforce coherent policy. We can't accurately analyze whether programs like AllKids are financially feasible and medically wise or creating an incentive for more illegal immigration and more resentment by legal citizens footing the bill.

    The questions are simple. What does illegal immigration cost? Who is paying? Who is benefiting and at whose expense?
