    Final insult from Chicago's dirtiest cop

    Imprisoned ex-officer is on trial in a civil case -- and taxpayers are stuck with his legal tab

    He's one of the dirtiest cops to come out of the Chicago Police Department and is serving a life sentence for his crimes.

    So why do taxpayers have to pick up Joseph Miedzianowski's attorney bill for his recent legal troubles?

    To date, the city has paid $265,500 to the Buford Law Office, which is defending Miedzianowski against a civil lawsuit that went to trial this week in federal court.

    An ex-federal agent and her husband are suing Miedzianowski and the city, claiming they blew the whistle on his corruption years ago but were ignored and retaliated against.

    Law Department spokeswoman Jennifer Hoyle said the city has to cover Miedzianowski's legal defense because he wasn't convicted of anything related to the case. The city doesn't think Miedzianowski broke the law, so his actions fall within the scope of his employment as a 22-year police officer, she said.

    "Obviously engaging in illegal activity would be outside the scope of his employment," Hoyle said. "But there's been no such finding in this case, and that isn't the city's position. We are not taking the position that he did commit illegal acts in this specific case."

    Diane Klipfel, former agent with the Bureau of Alcohol, Tobacco, Firearms and Explosives, and her husband, Michael Casali, who is still an ATF agent, say Miedzianowski threatened them and their children.

    On Wednesday, Klipfel testified she worked a special detail with Miedzianowski. She confronted him with a drug dealer's allegations of a shakedown, and Miedzianowski went crazy, kicked her door in and thumped her chest, she said.

    More than 100 complaints

    "[Expletive], you're stupid. There's four of us who are going to say you stole from this warrant," Klipfel said Miedzianowski allegedly threatened, his eyes bulging and veins popping. "Think about your kids. We could light up your house."

    After lodging allegations with her supervisors in 1992 that Miedzianowski was shaking down a drug dealer, she was eventually fired. She claims Miedzianowski harassed her and used his power to get the Police Department to investigate her.

    She suddenly faced more than 100 complaints before she was fired. She claims Miedzianowski ruined her life and career and the city did nothing to investigate it.

    City attorney Stephen Baker, however, said Klipfel never spoke up. Baker said she failed to report the allegations to the city. Andrea Buford, representing Miedzianowski, said Klipfel made so many accusations against co-workers, they "thought of her as a snitch."

    In 2001, Miedzianowski was convicted of running a major drug ring, protecting drug dealers and gang-bangers from prosecution in cases as serious as murder.

    Chicago Police Supt. Phil Cline is expected to testify in the case next week. Jurors will also see Miedzianowski's taped testimony via video.
