Glovacz continues to recover at Hahnemann Hospital. His fellow officers and family are hopeful that doctors' efforts to save his mangled leg will be successful.
He was in surgery for most of the day.
Police Commissioner Sylvester Johnson said there is no question that Glovacz and three other officers were intentionally run over.
"There's no doubt that he was running against police officers," said Johnson.
Residents who witnessed the incident said it was a horrible scene.
"Tthe officers were panicking. They were hollering, 'get somebody here, get somebody here!'" said Rick Woods.
It was shortly before 11:30 when officers were arresting 17-year-old Wendell Hudson in connection with a robbery on Tuesday. He was already in the back of a police cruiser in handcuffs, when police say his brother, 18-year-old Lydell Hudson, hopped into a car, turned on the ignition and yelled at the officers.
"They heard a car revving up and they heard a male saying, 'you're not gonna take my brother to jail!' Then the male came speeding down the street. He intentionally ran over the officers," said Johnson.
Witnesses said the car knocked the officers in all directions. Officer Joseph Goodwin landed on the hood, while Officer Glovacz was dragged underneath the suspect's green Dodge Intrepid, which crashed into a utility pole.
Despite the terrifying circumstances, witnesses said police never fired a shot at the man who was using his car like a bulldozer
"Police were very restrained. I was surprised because the way the suspect was fighting them and really struggling and trying to get away. They were very under control, so I was pleased with that," said Woods.
Mayor John Street joined Commissioner Johnson at the hospital to check on the officers and their families.
Officer Goodwin was treated for bumps and bruises, and then released, but the Mayor expressed concern about the serious injuries to Officer Glovacz.
"We, of course, are committed to making sure that this officer and his family and children get the very best care that they can get, and hopefully, this officer will be able to return to work," said Street.
Both suspects have been taken into custody. Lydell Hudson will be arraigned tomorrow on charges of attempted murder and aggravated assault."The statements and opinions contained in this communication do not necessarily reflect the official position of the Commission regarding these issues."

Fellow officers who visited Joseph Glovacz at Hahnemann Thursday morning said he was doing well. But it could be days before doctors know if yesterday's surgery to save his mangled leg was successful.
Glovacz and fellow officer Joseph Goodwin were both injured Wednesday when the brother of a robbery suspect who was being arrested allegedly ran them down with a car.
"They heard a car racing up," police commissioner Sylvester Johnson told reporters, and they heard a male say, basically, you're not going to take my brother to jail. The car came speeding down the street, and intentionally ran over the officers."
Witnesses say 18-year-old Lydell Hudson hit Goodwin, knocking him onto the hood of a car, and Glovacz, dragging him, in an effort to free his 17-year-old brother, Wendell Hudson. Wendell Hudson was handcuffed in the back of the officers' cruiser.
Officer Goodwin was treated for minor injuries and released from the hospital Wednesday.
As of noon, Wendell Hudson was due to be arraigned on charges of attempted murder and aggravated assault sometime Thursday."The statements and opinions contained in this communication do not necessarily reflect the official position of the Commission regarding these issues."
