    4 Prior Convictions - #5 Was Murder

    EL CAJON – A Ramona man with a history of drunken driving convictions was termed “a danger to others” by a judge Wednesday and sentenced to prison for 21 years to life for causing a “horrific” fatal car crash on State Road 67.

    Rafael Ramirez Perez, 22, pleaded guilty in December to second-degree murder and driving while under the influence, in the Oct. 9 head-on crash that killed 22-year-old Ramona hairdresser Amy Kortlang.

    Kortlang was killed when the speeding 2000 Ford F-350 being driven by Perez crossed the double lines of state Highway 67 near Mussey Grade Road and hit several vehicles before slamming head-on into Kortlang's 1999 Honda Civic, the Highway Patrol reported.

    Perez ran away after the crash and was found wandering along the side of the road nearly two miles from the crash about three hours later and arrested.

    Perez, who has four prior drunk-driving convictions, had a blood-alcohol level of .13 percent more than four hours after his arrest, El Cajon Superior Court Judge Patricia K. Cookson said.

    “One can only hope Amy didn't suffer too much,” the judge said. “This man is an alcoholic and he drives with alcohol in his system.”

    Perez had been deported to Mexico in March 2006 after his fourth conviction for drunken driving but re-entered the United States illegally two weeks later to return to his family, who live in Ramona, probation officials said in a report filed with the court.

    Calling Perez “a monster,” Kortlang's parents said Perez should spend the rest of his life in prison.

    “Anything less than life will not be justice for Amy,” Kortlang's father, Wayne Kortlang told the judge.
