Gresham police angry over hidden camera

GRESHAM, Ore. (AP) -- The Oregonian reports that the police union has filed a formal grievance against the Gresham Police Department today over a hidden camera placed in a work area.

Police employees discovered the pinhole camera in late February. The Gresham Police Officers Association attorney says it was placed in the ceiling by police administration to conduct surveillance after an employee complained about hostile notes left on a computer, a desk and the employee's car.

The attorney declined to identify the target, but indicated the hidden camera was found in a locked sergeant's office, which both male and female employees use to change their clothes.

The union contends that the city violated the disciplinary terms of its contract and may have violated state and federal law by failing to obtain a search warrant.

Meanwhile, some of its roughly 120 members are upset at the thought they may have been videotaped in a state of undress.

Police Chief Carla Piluso confirmed that a camera was placed to determine if there was unusual behavior and whether a criminal investigation was needed.

Sounds like an expectation of privacy to me. So it's only a little unconstitutional.

Hell, in my old dept the only room that didn't have cameras was the bathroom. I think. The entire dept had cameras including the Chiefs office. He even had cameras that videoed the inside of his Suburban. Creepy.

This civi doesn't want cameras everywhere. Sounds like a bad thing to be sticking them everywhere to look at cops - seems like a bad thing to do that to everyone else too.

Maybe they should put up a sign next to each hidden camera, saying "please do not change clothes here."

I just looked up the Oregon statute (ORS 163.700) on filming people in a place where they can reasonably expect privacy. If they caught any nudity on tape, it'd be an A Misdemeanor. But underwear doesn't count.

If they'd caught me in my undies, it would have been a gross misdemeanor. And they'd probably be looking for knives with which to poke out their eyes.
