Superintendent Cline nabs suspect in apparent dine-and-dash
April 23, 2007 (CHICAGO) - Chicago Police Superintendent Phil Cline nabbed a suspect who tried to skip out on his restaurant tab.
Cafe Bionda owner Joe Farina says Superintendent Cline was at the restaurant eating when the suspect and a couple of his friends got rowdy at the bar before they took off. The bartender noticed that they didn't pay the $23 bill so Superintendent Cline got in his car and went after the suspect. He arrested him about five blocks away and personally handcuffed him.

Wow. I'm not even sure anyone above Lieutenant in my department even has handcuffs..or a radio..or a gun..or even a shield! Last year, there was a big fireworks display in the park and the duty captain decided to brush the cobwebs off the ol uniform and kiss the public's ass. Well, the dumb, crotchety old cockbag didn't have a magazine in his gun! He should take a lesson from this guy.
