D.C. police are investigating the actions of several out-of-town police officers in the District for police week, News4's Tom Sherwood reported.
The investigation began after a resident complained about public drunkenness and rude behavior in an e-mail to police. The e-mail included accusations of drinking beer from a cooler, yelling, throwing trash and waving at on-duty police while holding open beers in salute, Sherwood reported.
The resident said that at 10 p.m. Sunday, more than a half-dozen officers were gathered around a maroon van with New Jersey license plates at the corner of H and Fifth streets in Northwest. She said she called 311 to report the activity and was told someone would be dispatched.
An hour later, the crowd was getting bigger, so the resident called 311 again, she said.
At 12:50 a.m. Monday, the resident called a police substation to report a female officer giving lessons in riding Segways and people riding Segways at high rates of speed while chugging beers, she said. She also said she saw a patrol car drive by, but no officers exited the vehicle to talk to the out-of-town police officers, and the resident again called the substation.
The resident spoke with police about the incident on Monday and made several calls to police Monday night after the party started again at 8 p.m., she said.
The resident videotaped the activities and sent the e-mail to Police Chief Cathy Lanier at about 4:30 a.m. Tuesday. At about 8:30 a.m., Lanier was at the resident's home to get a copy of the tape, Sherwood reported. A copy of the home video was also provided to News4.
Lanier said that she did not see any D.C. police officers in the video involved in drinking or disorderly conduct, but she is concerned about the police response.
"My concern with the Metropolitan Police Department in this case was that they were called to respond to a complaint of disorderly and loud behavior," Lanier said. "My concern is to look into how they did respond to that."
Lanier apologized for the behavior of D.C. police. The police chief also ordered an investigation of possible wrongdoing by anyone involved.
Several officers said the police misconduct mars National Police Week. Police week brings thousands of officers, their families and survivors of slain officers from the country to D.C. each year, and it is supposed to be a solemn and serious occasion, Sherwood reported.

Just because your sign off after you're shift is done, doesn't mean that it's over and put blinders on. You're a cop 24/7 wether you like it or not. If thats something you can't handle, you should find a new line of work!

So if I'm understanding this right... some people who may have been out-of-town officers were enjoying themselves in a way that had no effect on anyone else whatsoever. How exciting.

Having ridden one, I can attest that it's damn near IMPOSSIBLE to operate a segway while anything resembling intoxicated. I think the caller was full of it.

So was a report filed? If so, the complainant's name should be on the report, which is public record. Someone ought to get ahold of it and send a nice letter to the papers, addressing her by name.

With all of the thousands of cops there, the best complaint they could come up with there was open alcohol?? Cheeze, give it a break, lady... (I guess they missed out on the 5th Annual Blue Line Freak-Streak and Finish Line Orgy, held in the Capitol Rotunda and the White House lawn).
I bet she was one of those 40+ pink-clad peacenic demonstrators who got nicked for disorderly conduct and impeding traffic flow

THIS is why they should have left well enough alone and kept the old location under the Labor Dept building. In a COMPLETELY non-residential area, out from under the weather, and not bothering anyone.
