NORTH RICHLAND HILLS, Texas -- An 8-year-old boy threw his twin infant sisters down a staircase, killing one and seriously injuring the other, according to the North Richland Hills Police Department.

The 9-month-old girl died early Monday from blunt force trauma of the head and brain, according to the autopsy report. The Tarrant County Medical Examiner's Office ruled her death a homicide.

Her twin sister had sustained head injuries, according to a department news release. She was taken to Cook Children's Hospital in Fort Worth and her condition was not available Wednesday.

Department representative Larry Irving said the boy has a diminished mental capacity and that he is too young to be detained by police. A child must be at least 10 years old to be in the juvenile court system, he said.

The twins' parents discovered the injuries when they awoke before 5 a.m. to cries from one of the infants, according to the release.

The father called paramedics and the mother preformed CPR on the infant that was later pronounced dead.

One infant was found at the bottom of the stairs and the other was found in the kitchen, police said.

The family moved to North Richland Hills from Florida on June 10 and was spending its first night in the home, the release read.

The boy was in the custody of his parents.

Two other siblings, ages 14 and 11, also live in the home but were not harmed.
