Monroe, LA - Monday did not mark Michael Bradford “Brad” Bass’ first brush with law enforcement.

Bass, 46, has been arrested eight times since 1986 in four different states. According to his criminal history, he spent time incarcerated in Texas.

Charges include distribution of cocaine, operating a vehicle while intoxicated, unlawful carrying of a weapon and terroristic threatening.

He had been arrested in Tennessee, Texas, Arkansas and Louisiana, but never in Ouachita Parish until Monday.

Bass was arrested Monday on charges of attempted first-degree murder, obstruction of justice, possession of Ecstasy and possession of crack cocaine after dragging a Monroe police officer from his convertible during a high speed chase on DeSiard Street.

The chase ended when Bass drove his red Mercedes into Teacher’s Mart, injuring Officer Doug Lambert.

The chase began after Bass’ girlfriend, Ginny Ettredge, 44, was involved in a wreck prior to the chase.

Police said Ettredge ran into a city bus and called Bass to come get a bag of narcotics out of her car.

When Lambert saw the drug transfer, he reached inside Bass’ car to grab the drugs, and Bass took off at a high rate of speed.

Ettredge was charged with driving while intoxicated, careless operation, no vehicle insurance, possession of Ecstasy, possession of crack cocaine, possession of drug paraphernalia and failure to appear warrants for reckless operation and obstruction of a public passageway.

As of this morning, both remained at Ouachita Correctional Center. Lambert remains at St. Francis North Hospital recovering from surgery on his leg.

Bond for Bass was set at $1,020,000. Ettredge’s bond was set at $11,500.

    Monroe police officer remains hospitalized

    By Stacy Temple

A Monroe police officer will be off-duty in the weeks to come as his leg heals from what could have been a deadly situation, officials said.

Monroe Police officer Doug Lambert was presented a "Coin of Excellence" from Chief Ron Schleuter Tuesday at St. Francis North Hospital.

Lambert is recovering from surgery to his leg following the Monday accident in which Lambert was hanging out of a vehicle driven by a drug suspect who crashed through Teacher's Mart on DeSiard Street.

Schleuter said Lambert's years of police training paid off in a dangerous situation.
"I'd like to commend Officer Lambert on a job well done on Monday," Schleuter said. "He resorted to his training and physical capabilities to resolve the situation."

On Monday afternoon, Lambert was assisting another Monroe police officer, who was trying to stop a blue Saturn, driven by Ginny Ettredge, 44, 205 Vail Drive, Monroe, when Ettredge ran into a city bus and two other vehicles.

According to reports, Ettredge phoned her boyfriend, Michael Bradford "Brad" Bass, 46, also of 205 Vail Drive, and he arrived at the scene. Police said Ettredge passed off a black bag containing one and a half Ecstasy pills and four rocks of crack cocaine to her boyfriend.

Schleuter said Lambert reached into Bass' red convertible Mercedes in an attempt to grab the drugs, and Bass drove off with him hanging halfway out of the car. Bass reportedly held Lambert in the car and would not let him go, but Lambert managed to swing his feet to the trunk.

Bass then tried to run Lambert's body into a telephone pole, and did donuts in the road in an effort to throw the officer from the vehicle, but Lambert managed to pull himself into the car.

Bass then drove the car into Teacher's Mart, causing bricks and glass to hit Lambert.

Cpl. Reggie Brown pulled up at Teacher's Mart and Bass reportedly tried to back out of the building and ran into Brown's patrol car.

During this time, Officer Bruce Brown was responding to the scene when he rear-ended a vehicle driven by Vincent Weaver. His brother, Patrick Weaver, was a passenger in the car at the time.

The two brothers and Bruce Brown were taken to a local hospital and treated for minor injuries.

The department plans to conduct an accident review on the accident involving Bruce Brown.

Lambert remains at the hospital with a puncture wound to a bone in his leg.

Schleuter said he is expected to fully recover and that Lambert is eager to return to work.

"He is an exceptional officer and active in fighting crime in the area," Schleuter said. "He has excelled in everything he has done at the Monroe Police Department."

Lambert has been employed with the Monroe Police Department since 2003 and has received several commendations for his work, Schleuter said.

Ettredge and Bass were both arrested and remained at Ouachita Correctional Center late Tuesday.

Ettredge was charged with driving while intoxicated, careless operation, no vehicle insurance, possession of Ecstasy, possession of crack cocaine, possession of drug paraphernalia and failure to appear on charges of reckless operation and obstruction of a public passageway.

Her bond was set at $11,500.

Bass was charged with one count of attempted first-degree murder, obstruction of justice, possession of Ecstasy and possession of crack cocaine.

His bond has been set at $1,020,000.
