Steer's owner ticketed for "Excessive Mooing"
You can accuse Wally the steer of a lot of things.
His kisses are a little sloppy and his nudges might be a little too much.
But these days Wally's crazy ways are going beyond the pasture because Wally is apparently a nuisance. Why? Because Wally, shockingly, is mooing and apparently he's mooing loudly.
"I'm being charged with a criminal complaint," Wally's owner Karyl Hylle said.
That's right the Washington County Sheriff's Department cited Hylle, who owns the 33 acre farm where Wally resides, with a misdemeanor. The ticket specifically cites her for ongoing nuisance cow mooing.
"I honestly am speechless," Hylle said.
It seems Hylle's next door neighbor has called authorities more than 20 times claiming Wally is a moo-maniac. But in the more than an hour we were on the farm, we couldn't get Wally to make a peep.
"I mean he does moo, he's a cow, but it's rare and it's few and far between," Hylle said.
Karyl says Wally lets out a moo about twice a day. Hardly enough, she thinks, to warrant 21 complaints that have been filed with Washington County by the neighbor.
It's important to note too that Karyl's land is a zoned farm. She could have 50 head of cattle if she wanted to.
The beef on the complaints is the mooing but when officers showed up to the farm, the complaint says the cow didn't moo for them either.
So after one court appearance Karyl faces a $1,000 fine and or 90 days in jail for Wally daring to do what all steer have done before. Moo.
The Hugo city attorney says in his 15 years of prosecuting for the city he has never seen a case like this. He says the next step is to find out if this really is an enforceable citation. He says his hunch is, that it isn't.Last edited by Jim1348; 06-29-07 at 12:15 AM. Reason: Paragraph alignment

they cited him to shut this guy up
if the cops did nothing, this guy would complain, and the cops look like they arent doing their job, if they cite the owner, he complains, and the cops look petty. noone wins here, cause that citation isnt gonna stop that cow from mooingin the warriors code there's no surrender, though his body says stop, his spirit cries...NEVER. deep in our souls, a quiet ember, knows its you against you, its the paradox that drives us all. its a battle of wills, in the heat of attack, its the passion that kills, and victory is yours alone.

Oh, I would do nothing.

after receiving 20 calls...id cite the guy to shut him up. ive got better things to do. if that stops him from calling, im all about it.
i am not one to have others handle my post for me. if you get 20 calls at one location, and you do nothing about the problem, someone else is gonna have to respond to the 21st call, then the 22nd etc...it makes it difficult for everyone. im handling my call the first time. and if i have to go out a 2nd or 3rd time, look out.

i should also clarify that im not insinuating that you want others to handle to your post...because i too think the whole thing is lame, and on the 1st call out id say exactly what you stated.
but when you tell that guy youre not doing anything because its stupid, and if he doesnt like mooing, he should move, and he then calls 2 more times the next day, and 3 more the next day, what is the next step? at some point you have to solve the problem somehowin the warriors code there's no surrender, though his body says stop, his spirit cries...NEVER. deep in our souls, a quiet ember, knows its you against you, its the paradox that drives us all. its a battle of wills, in the heat of attack, its the passion that kills, and victory is yours alone.

I understand what you're saying, and no, I don't leave calls for the upcoming shift, and don't try to ignore things for the upcoming shift to handle.
Honestly, like I said, I'd tell the guy to grow up, and stop calling. And then I'd go to my Sgt. and tell him about the situation. My Sgt. would agree with me. And then, if I got called back I'd tell the guy his next call needs to be to my Sgt.

When I first read this I thought it was stupid and it was done to "shut" the neighbor up. I mean once its thrown out of court he cant have much to complain on after.
I couldnt think how could you write a citation for this offense though. But I guess you really could......if your jurisdiction has an ordinance for barking dogs, then if you think about it this wouldnt be that far from it. What I mean is if you can cite an owner because his dogs barks alot, and expect him to always be there to stop him, why cant the farmer be cited??
Now dont get me wrong, I dont agree with citing a farmer for a moooing cow. Was just trying to rationalize how the farmer could have been given a citation in the first place.
All in all I think the whole thing will be thrown out of court. Unfortunatly I think the officer will be the one to be made to look like the fool in all this. Ducky, no shit. Washington county is one of the richest counties in the state. Right next to Mpls/St Paul, but still semi rural. So you have these city slickers moving out to a farm, not realizing what farms are about. Wouldn't surprise me if they complain about the shit smell in the air come fertilizing time..
