To bad they cant be charged with involuntary manslaughter or something for failing to assist.....if he died. Or a high misdmeanor if he lived, with all the stupid ass new laws on the books seems like something along this line is warranted.

I expect they were all very busy, the car was in a limited stay space, it's not there problem, didn't want to get involved, police and ambulance are paid to deal with it, the shop staff will sort it out etc.
