Child porn producer gets maximum sentence

The defendant had sex with a mentally handicapped boy, then shared videos of that conduct on the Internet.

A federal judge sentenced Todd Edward Hammond of Andover on Wednesday to 30 years in prison for producing child pornography -- including a video of him raping a mentally handicapped 12-year-old boy -- and then distributing the porn on the Internet.

U.S. District Judge Richard H. Kyle, sitting in Duluth, agreed with federal prosecutors that Hammond, 39, should serve the maximum term allowed under the statute.

The probation department's pre-sentence report said sentence enhancements were warranted because the victim was "particularly vulnerable due to his limited intellectual ability," and because Hammond had assaulted the boy many times, making him a dangerous offender.

Hammond admitted to enticing the boy to engage in sexually explicit conduct between May 2004 and July 2006 so he could produce child pornography.

Andrea K. George, an assistant federal defender who represented Hammond, wrote in her pleadings that the federal sentencing guidelines for first- and second-degree murder are significantly lower than the life sentence recommended by the probation office.

"All rightly recoil from the horror of Mr. Hammond's offense conduct," George wrote, but noted that the mandatory minimum sentence under the statute is 15 years in prison, and that her client "is a first-offender who has never been arrested before in his life."

But Assistant U.S. Attorney Tracy Braun argued that Hammond deserved 30 years.

"The evidence in this case clearly shows that the defendant distributed images of the defendant engaging in [sex] with the victim to other individuals located in Michigan, Tennessee, and Florida," she said in her pleadings.

Hammond also possessed numerous other images and video files, some of which depicted juvenile boys performing sex acts on men, she said.

Last July, Hammond was caught with more than 90 computer video files that contained images of minors engaging in sexually explicit conduct, the U.S. Attorney's Office said in a press release Wednesday.

Hammond still faces charges in a separate case in Anoka County for allegedly having sex with a minor.

The investigation of Hammond began when authorities in Florida arrested Gary Norsworthy, an accused child molester. Norsworthy said Hammond was part of a group that shared child pornography over the Internet.

The investigation was conducted by the Minnesota Internet Crimes Against Children Task Force, with help from the Anoka County and Cass County sheriffs' offices and the FBI. The Justice Department has made child porn prosecutions one of its top priorities.

I hope he's beaten about the head until he becomes mentally handcapped. And while he lays in his prison hospital bed, Bubba comes in and rapes him.

But no matter what happens, it will never be justice enough for that poor kid.

Plus 1 but i hope when Bubba gets to him it is in full view of everyone so as he can feel a little of what that poor kid must have felt.

Or that he has an accident in the shower a TERMINAL one.
