    Philadelphia Officer Walter Barclay

Officer Dies 40 Years After Shooting

    (CBS 3) PHILADELPHIA

A Philadelphia Police Officer shot in the line of duty more than 40 years ago has died from complications of those wounds. The officer's death is now being considered a homicide.

Officer Walter Barclay died this past Sunday at a Bucks County nursing home. He was 64.

In 1966, authorities said the then 23-year-old Officer Barclay was shot multiples times by suspect William Barnes.

Officer Barclay was responding to the report of a disorderly crowd in the 6600 block of North 5th Street.

Barnes was charged and convicted for the crime and was sentenced to a seven to 15 year jail sentence.

Officer Barclay was left partially paralyzed as a result of the shooting.

But now prosecutors are deciding if additional murder charges should be brought against Barnes.

"The medical examiner determined that the death was a result of complications stemming from his being shot and their subsequent ruling is that the death is a homicide," Chief Inspector Joseph Fox said.

Now the District Attorney's office will decide whether to re-arrest William Barnes, who is now 71 years old.

Barnes has an extensive criminal history including robberies and breaking out of jail. He has spent more than half his life behind bars and may be going back.

Barnes had been in a half-way house in North Philadelphia and is in police custody. Sources said he will remain in police custody until the D.A. can review all the facts involved with the case.

Officer Barclay is survived by a brother and sister who both reside in California. Officer Barclay's funeral is scheduled for this Thursday.

Great prosecutor if he can get a conviction on this one. Good Luck, for real! I hope he succeeds.

    Rest in peace.

It is a shame that this officer had to suffer for 40 years as a result of this morons actions.

Go get his old ass drag him to court and let him die in prison where he belongs!

Philadelphia Officer Walter Barclay/ Death of Officer 40 Years After Shooting May Bring New Charges for Gunman

    http://www.foxnews.com/story/0,2933,294086,00.html

A Philadelphia policeman shot while on duty four decades ago died of his injuries this week, raising the possibility of a homicide charge against a man who already served a prison sentence for the shooting, authorities said.
Walter T. Barclay, a rookie officer, was gunned down Nov. 27, 1966, while trying to stop the burglary of a beauty shop in the city's East Oak Lane section. Barclay, who was left a paraplegic, died Sunday at age 64.
William J. Barnes, now 71, was sentenced to a 10- to 20-year term in the shooting.
Chief Inspector of Detectives Joseph Fox said Tuesday that the Bucks County coroner had ruled Barclay's death a homicide stemming from complications from the shooting. Police are talking with prosecutors to decide whether Barnes should now be charged with murder in the case, he said.

That's also posted in "Officer Down."

I saw a news report about this last night and it made me so angry that the murderer was being portrayed almost sympathetically. Apparently he is (or was, rather) narrating tours at Eastern State Penitentiary in Philly.

Remember when I ranted that the punishment for a crime should be consistent with the intent, rather than the actual outcome?

Perfect example. The conviction should have originally carried the penalty for murder. Shooting someone multiple times shows obvious intent to kill.
