13-Year-Old Found Chained Up In Frankford Home
(CBS 3) PHILADELPHIA A Philadelphia father is under arrest for allegedly chaining his son to a bed with handcuffs and shackles while he went out to drink.

Police were called to the 2300 block of Orthodox Street in the Frankford section of the city after a local resident heard screaming. There found a 13-year-old boy bound by a four-foot chain in a Frankford home early Saturday.

Authorities said it appeared as if the boy's hands and feet were chained for several hours and that the incident was not an isolated one.

The boy was not seriously injured but was taken to an area hospital.

August 25, 2007 - A 13-year-old Frankford boy, who was handcuffed and chained by his drunken father, was arrested for vandalism and trying to steal a car Saturday night.

Police say the 13-year-old boy and some of his friends vandalized a couple of vehicles and tried to steal a car from a car dealership on Torresdale Avenue.

This, just hours after police found the boy chained and handcuffed to a bed in his home on the 23-hundred block Orthodox Street. The boy told police he had been chained for a couple of days. His father told them he restrained the boy to keep him out of trouble.

The father, 42-year-old Russell Fisher was charged with child abuse.
