VALLEJO, Calif. (AP) — A serial crank caller using a donated cellphone has plagued 911 with nearly 2,000 fake emergency calls over the past six months, tying up dispatchers and sending police and firefighters on wild goose chases, authorities said.
A man identifying himself as Nomar has reported himself the victim of everything from a drug overdose and a possible heart attack to robbery and attempted suicide. Officials said they didn't know why nearly all the false emergencies he calls in purportedly take place in Vallejo, a city of about 100,000 along the waters north of San Francisco Bay.
"He can be quite convincing and he definitely knows the geography of Vallejo," said Vallejo police spokesman Bill Powell. "If we can't determine it's a false call, we'll send people out."
He started making the calls in March, according to the California Highway Patrol, which handles most of the wireless 911 calls for the San Francisco Bay area.
Investigators analyzed the cellphone signal to track the caller to an area in San Francisco but have not been able to obtain a more precise location. The CHP determined the phone originated with a company in Oklahoma that donated old employee cellphones to an organization that distributes them to the homeless.
The phone has no service carrier, which has prevented investigators from discovering any further personal information about the caller. The man has been able to continue making the calls because 911 calls are free even from cellphones without paid accounts, authorities said.
Each crank call could result in a single misdemeanor count of a false emergency report to a public agency, and investigators were documenting all the calls in hopes of eventually prosecuting the man, Powell said.

Girls call 911 in Bremerton 104 times

BREMERTON — Bremerton police believe two girls — ages nine and eleven — are responsible for 104 prank calls to 911.
The calls from Saturday to Monday were either hang-ups or people using offensive language.
Police were able to trace a call Monday afternoon and found two girls sitting on a bench with a cell phone. It had 911 on its recent call list. The girls were turned over to their mothers.

Man accused of 292 false 911 calls

A 21-year-old man was arrested Tuesday and accused of making 292 false calls to 911 since July 1.
Escambia deputies arrested Cheveon Alonzo Ford after a 911 call was made about 10 a.m. from a cell phone, the Sheriff's Office said.
Ford told deputies he made the calls because he didn't have any minutes on his phone and "911 is a free call," the Sheriff's Office said in a news release.
Global Positioning System coordinates were used to track the phone. Deputies arrested Ford at a home on Kelso Road.

Woman abuses 911 call service

Since Jan. 1, a Hilton Head Island woman has called 911 more than 60 times complaining about noisy neighbors, according to the Beaufort County Sheriff's Office.
On Monday morning, deputies had enough. They arrested the 32-year-old Hilton Head Island woman after she made seven calls in two hours early Monday morning, and charged her with unlawful use of her telephone, according to a sheriff's report.
It's the second time in less than a week the woman has been arrested and charged with the same crime, according to the jail's online log.
An emergency dispatcher said the woman often uses profanity and hangs up before calling back minutes later, the report said.
After a deputy visited the neighborhood twice Monday and found no noise violations, he arrested the highly intoxicated woman and booked her in the Beaufort County Detention Center, according to the report.
