Over at the CIA website, you'll find the DCI Counterterrorist Center's "Terrorist Buster" logo, featuring a grinning, machine-gun-waving, terrorist crawling through the international "forbidden" symbol. Link

B-27's were once black human-shaped sillhouette targets until an outrage (around 1987-88 if I recollect correctly), when certain prominent activists claimed that the police were just being trained to shoot black men.
Not long afterward, the qual targets were changed to either green or grey only for law enforcement qualification and training.
I would think you'd remember that flap, Car 4.

Our B-27's are still black here. I've seen blue and gray and green, but the B-27 hasn't changed.

I had a firearms training school then and had only black targets at that time to choose from. Unless I wanted to pay the premium to buy full color targets.
