That was a tragedy for the officer's family and the PD.
BUT that suspect was clinically paranoid and delusional, and requires antipsychotic meds. That does not sound like some bogus "I-was-too-high-that-day" insanity defense.

It sounds like the guy was truly disturbed. It is truly sad that his illness ended the officer's life and affected his family forever.
