Does anyone know if it is legal in Penn so carry around a baton? Here in CA it is a felony for anyone to carry one (or have it in their vehicle) who isn't a peace officer or licensed security officer

I would have arrested him on the spot for menacing. He might beat the charge but not the ride. Judging from that video he wouldn't have a chance to beat the charge.
