DUI in a stolen motorized Wal-Mart shopping cart

Register Staff WriterMarcos Urbano may have taken Wal-Mart’s customer service a little too far.
Around 9 p.m. Tuesday, a Napa police officer southbound on Soscol Avenue, north of Lincoln Avenue spotted something unusual driving toward him in the northbound fast lane.
As he approached the object, he discovered it was a motorized shopping cart for the disabled, worth $3,000 from Wal-Mart on Lincoln Avenue.
The officer stopped the driver — Urbano — who apparently had driven the cart from the store northbound on Soscol, police said.
Urbano, 24, of Napa, was arrested on suspicion of felony grand theft, driving under the influence and not possessing a valid drivers license.
“It was a dangerous situation. The cart doesn’t have any lights and it was dark, and he was in the fast lane of the roadway,” Napa Police Sgt. Tom Pieper said.'Political Correctness is a doctrine fostered by a

Do you really need a drivers' license to operate a handicap cart, like a Hovaround? They're pretty much considered to be pedestrians around here I think.

Sec. 542.009. OPERATORS OF CERTAIN MOBILITY DEVICES.
(a) In this section, "motorized mobility device" means a device designed for transportation of persons with physical disabilities that:
(1) has three or more wheels;
(2) is propelled by a battery-powered motor;
(3) has not more than one forward gear; and
(4) is not capable of speeds exceeding eight miles per hour.
(b) For the purposes of this subtitle, a person operating a nonmotorized wheelchair or motorized mobility device is considered to be a pedestrian.
