Mixon, a fugitive parolee who shot four Oakland police officers to death Saturday before he was killed as he hid inside his sister's apartment, may have committed as many as five other rapes in the same neighborhood in recent months, investigators said.
The victims in those rapes were all attacked in the early morning hours, the same time of day as the girl who was raped Feb. 5, and the assailant's behavior was similar in all the assaults, police said.
Mixon, 26, was killed after he gunned down two motorcycle officers who stopped him Saturday at 74th Avenue and MacArthur Boulevard, the same neighborhood where the rapes occurred. About two hours later, he fatally shot two members of the Oakland police SWAT team with an assault rifle and wounded a third in his sister's apartment on 74th before officers killed him.
The day before the shootings, police learned that a sample of Mixon's DNA that was taken after he was sent to state prison in 2002 matched the evidence recovered after the rape of the 12-year-old girl, police said.
Lt. Kevin Wiley, who oversees the sexual assault unit, said Tuesday that the girl had been walking in the 2600 block of 74th when she was grabbed and dragged off the street at gunpoint to a secluded area between homes and sexually assaulted. The attacker then let her go, and she told her parents what happened, police said.
Given the nature of the attack on a young girl, police asked the state Justice Department laboratory in Richmond to rush tests of a DNA sample from the rape to compare it with a database of the state's inmates.
The match to Mixon came back Friday afternoon, but police still would have needed to take a comparison sample from Mixon for him to be charged, investigators said.
Police would not go into detail about the other rapes. But they said at least one happened this month and that another woman was dragged off the street and raped in the neighborhood in January.
The victim in that rape told police that the attacker "came up behind her. She was savagely raped and sodomized," said Sgt. Jill Encinas of the police special victims unit.
The man concealed his face. DNA tests in that case were pending, Encinas said.
Police said several victims of the early morning attacks were prostitutes or people the attacker believed were prostitutes. The East Oakland area, however, is not known for prostitution, Wiley said.
Most victims did not get a look at the attacker, but the 12-year-old girl did, Encinas said.
She helped police come up with a sketch of the rapist that strongly resembles Mixon, Encinas said. "It's pretty dead on," she said.
The sketch was distributed to officers in the area.
When the DNA match came in Friday, the investigator who had the case, Officer Herb Webber, was near the end of his shift. Police knew that Mixon already had a no-bail parole revocation warrant in the system, and Webber went home for the day.
Webber could not have acted immediately, police said.
"Once you get a hit, you have a whole new case and you have to do a lot work to follow up based on that information," Encinas said.
Still, she said, everyone in the department realizes that the four officers could still be alive if police had had a bit more time.
"It's kind of making everyone sick," Encinas said.

Those weren't rapes they were consensual sexual encounters, the little girls just didn't know that at the time. As his family said he was a good boy who was just misunderstood.
