The Dept should advise the court that Federal Law prohibits them from returning it. Then bring in a US Attorney to state such

Ummm... not familiar with the particular statute in question (and disregarding any federal pre-emption), but most discussions I've heard involving such laws involve the term "personal use..." All I can say is "wow" if 60 lbs is considered personal use...
