    Off duty IL officer fires a warning shot

    An off-duty police officer from Illinois fired her gun at a Winona campsite Sunday when she interrupted a dispute, police said.
    No one was shot, and no arrests were made, Deputy Police Chief Tom Williams said. Police were still investigating Tuesday and will forward the case to the county attorney, who will determine if charges should be filed.
    Police did not release information about the incident until Tuesday morning. They did not release the woman's name.
    Authorities say the officer called police at 1:17 a.m. Sunday and said she was at the Prairie Island Campground with friends when she thought she heard a man threaten to kill a woman at a nearby campsite.
    Concerned for the woman's safety, the officer drew her gun and approached the site with her badge and flashlight, Williams said. She identified herself as an officer, Williams said, but the man began moving toward her aggressively, yelling "Shoot me."
    Another man approached, and the officer - who is about 5 foot 5 inches tall and weighs about 110 pounds - suspected the two men, both more than 6 feet tall, were planning to disarm her, Williams said.
    When the men were only several feet away, she fired a single round from her .380 caliber handgun into the ground, she told police.
    "She felt she was going to be disarmed," Williams said. "And as opposed to shooting them, she fired the round to demonstrate she was a cop and had a gun."

Joshua Thomas Lee, 29, says he was grazed in the hand when Geneva, Ill., police officer Sarah Sullivan, 27, shot into the ground after she interrupted a dispute between Lee and a woman at the Prairie Island Campground.
    But police are skeptical Lee’s wound is from a bullet, saying it’s more likely he was hurt when he ripped cables from a car battery.
    The incident is still under investigation, and it will be up to the Winona County Attorney’s Office to determine who, if anyone, should be charged.
    Sullivan called police at 1:17 a.m. Sunday to report the incident, saying she was at the campground with friends when she thought she heard Lee threaten to kill a woman at a nearby campsite, Deputy Police Chief Tom Williams said.     Lee, a felon on probation, doesn’t deny yelling or that he told Sullivan to shoot him. But he says Sullivan never identified herself as a cop, and if she had, he would have run to avoid a probation violation because he had been drinking.
    “Had i known she was a police officer .. .I may be dumb, but I’m not stupid,” he said in an interview Wednesday. “I would have walked away.”

    The first man said he was going get his gun and shoot her, and said he had been to prison several times, Williams said. He began rummaging through his truck, so the officer called police.
    He later denied threatening the officer or saying he had a gun, Williams said. Police did not find a gun when they searched his truck.
    Of course he denied it, shithead was already on probation. Does Illinois have a three strikes law? And now he's claiming the bullet ricocheted off a rock and grazed his hand. Officers say he likely hurt his hand when he ripped off some battery cables in order to shut off his car's burglar alarm. Somehow I trust cops more than a felon on probation.

    I would like to hear what the verifieds think about this. I've always been taught that there are no 'warning shots' or 'shoot to wound' but what she did apparently stopped the threat. Knee jerk reaction from me, Monday morning quarterbacking as it is, is that if someone was behaving in the manner described and brought friends along for company then one of the idiots should have been leaving in an ambulance. Someone please disabuse me of that notion if I'm wrong?

    Our policy says "Warning shots are generally prohibited."

    Then later on it says (courtesy of me and another officer who worked on it) "An officer may deviate from this policy blah blah blah be prepared to explain why blah blah blah."

    However, nothing would have demonstrated "real gun" and "real cop" quite so well as a center punch, and if he survived it he would not repeat the mistake.

    Fear for her life and for the life of the other female. Two large men coming up to the off duty officer and made her think they were going to harm and/or disarm her. She should have shot him. Our policy also does not allow warning shots.
