I am no longer even suprised by this, the cout system in England and Wales is a jokeNot a single burglar received the maximum jail term out of 10,000 who were convicted and sent to prison over a 12-month period, according to new figures.
The Ministry of Justice has also disclosed that only two out of 5,000 robbers, four out of 6,000 fraudsters and a tiny proportion of sex offenders were given the maximum penalties available to judges and magistrates.
Victims' rights campaigners said the figures proved that courts were soft on crime and have called for an inquiry. They said the statistics threatened to further undermine the public's confidence in law and order, following suggestions by ministers that more criminals should be given non-custodial sentences.

I am not surprised either. Trying to hold the court system responsible is like trying to nail jello to the wall.

That is truly sad. No doubt the courts justify this because of budget issues, insufficient prison employee's or liberal bias. Another sad fact is that a "victims rights organization" is even necessary.
