The Phoenix Police Department has 500 fewer officers than previously projected for 2011, and with two precincts having just opened, Public Safety Manager Jack Harris said, "We're having to make some sacrifices."

"Citizens want an officer at the door when they make a call, and citizens want officers on the streets," Harris said. "That means there are not going to be officers in other areas and means a change in how we approach some very important things, like community-based policing."
