Suspect charged in boy's attempted kidnapping arrested 103 times...
While I realize that most of his crimes were of a non-serious (by whose definition) nature, it still just boggles the mind about offenders like this.

A civil committment law with a Prosecuting Attorney willing to take on the ACLU does work out here. Giving him a 3rd strike works too.

That many arrests here is a little out of the ordinary here but not unheard of.
