So, if I follow the article right, an investigator takes surveillance vids of a real incident, cuts 'em together essentially into a gag reel. Is it a little unprofessional? Yeah. Slap the guy on the wrist, and be done. But instead it seems someone caught a case of feelings over it, and waited until he quit to do anything about it.

That's how I read it, too. Another officer created it, at a guess as a gag film for something, and the guy who fell found himself the butt of jokes for several reasons. Rather than roll with the jokes, and laughing along so they'll go away, he nursed a case of feelings until he quit, and brought a lawsuit. Meanwhile, other stuff comes to light, along with an election -- so the guy's butt-hurt made the news when he sent the video to the media.
