The meeting breeched rules of order, violating the stated intent for executive session when the discussion regarding a contractual agreement with the county to provide law enforcement converage was entertained. In essence though, this was not a personnel action, it was the literal restructuring of a public office, directly affecting the citizenry of the town involved, and should have been discussed in a publicly accessible forum. Voting for the individual termination of each employee is a personnel action, not the effectual disbanding of a standing public agency and contracting an outside entity to fill the void left by that act.
If indeed, North Carolina is an employment-at-will State, then no reason has to be made or stated for the termination of an individual employee. I believe when all of this shakes out though, this is not an employment issue. This is an issue where a people entrusted their local governing body to conduct the town's business in the best interests of its citizens, and that trust was betrayed; much behind closed doors.
Transparency in government is not a new, novel, politically-correct concept. It was the entire intent of a Democratic Republic. Bravo for your efforts in publicizing this "closed door" meeting. I truly hope that it leads to a redress of this situation, and results in the delivery of a reform of those who have been allowed to unworthily and incompetently wield authority in public office in Candor, NC.
